Quests Will Not Update - abeyance and gloriana's tears

The problem began when I tried to talk to Wilhelmina about two rumors at once. I was able to talk about Nellie, and then talk to Nellie Bly (character 1/2) about Wilhelmina. But the quest stopped advancing from there, and my journal is stuck with "Hear Wilhelmina's Newest Rumors 0/2." When I ask her about rumors, she says there's none right now, come back later.

Also now both Gloriana's Tears - Main Quests are frozen and will not update to give me the rewards. I have beat both sites of power, but my journal will not update past "Into the Darkness - Enter the Site of Power 0/1" and "Glorious Hunt - Enter the Site of Power 0/1"
