I have 2 quests both called "A New Rumor" that ask me to talk to Wilhelmina Sasse about new rumors, but she does not have any.
These 2 quests can not be completed.

Started again with the Nightingale City Update for me. It had been resolved previous to that.
I'm unfortunately stuck with one remaining Rumor! When talking to her she doesn't give me it, so I am unable to complete it sadly. This is after many many restarts and hours played since the last one was completed/completable.
Same.
I still have the markers and quest for one of the two that popped up and even after multiple restarts its still there.
After multiple restarts of the game and hours of gameplay these 2 quests are suddenly completable.
