Enhanced Ingot secondary component stats not reflected into the final product.

I have noticed that when I use the Forge Minor Realm Card to enhance Ingots so, for example, Bronze gains 2% additional Melee and Crit but if I craft a Fastener without the Forge Card active it drops back down to 6% and not 8% but if I use the same 8% Fastener for Reinforced Leather and also have the Forge Card active I still lose the additional 2% Melee and Crit.
